Canada has partnered with Australia under a $2.5-billion export agreement to acquire an Over-the-Horizon Radar capability that will expand surveillance coverage across the Arctic and northern approaches.

The agreement moves the Arctic Over-the-Horizon Radar project from planning into delivery, with implementation beginning in July 2026 and an initial operational milestone expected by late 2029.

Over-the-horizon radar technology enables the detection of aircraft and vessels thousands of kilometers away by transmitting high-frequency signals that reflect off the ionosphere. The system being supplied will draw on the proven technology of Australia’s Jindalee Operational Radar Network, developed and supported by BAE Systems Australia.

The capability will provide Canada with enhanced long-range monitoring and tracking of airborne and maritime activities, improving threat awareness and increasing the time available for strategic and operational responses.

Beyond defense benefits, the project includes a strong industrial cooperation component. Canadian companies will work alongside BAE Systems Australia to develop expertise in advanced radar technologies and strengthen domestic defense manufacturing capabilities. Economic forecasts indicate the program will generate approximately $290 million annually for Canada’s economy and support more than 2,000 jobs each year through 2033. The initiative will also preserve around 300 highly skilled positions in Australia and support future collaborative research and development activities.
