The expanded participation of India’s private defence industry in the AMCA programme marks an important shift in how the country plans to develop and manufacture advanced combat aircraft. Tata Advanced Systems Limited, Larsen & Toubro and Bharat Forge are among the private companies expected to contribute. Yet the programme is not being transferred to private control. The Government of India and ADA remain responsible for the aircraft’s strategic design authority.

Private-sector consortia are expected to support prototype construction, production engineering, systems integration and industrialisation. This arrangement can connect the design process more closely with the manufacturing requirements needed for future serial production.

Government control remains central to the programme’s architecture. The source identifies aircraft configuration, stealth design, mission systems, flight-control laws, software architecture and certification as areas that continue to be directed by the government. This creates a clear division between industrial execution and sovereign control.

The programme may also involve selected foreign OEMs. India could seek outside expertise in propulsion, advanced avionics, specialised materials and other areas where domestic capability is still developing. The source describes this approach as calibrated openness.

Foreign participation would be limited through technology-transfer agreements and security protocols. External companies could supply specific technologies or subsystems, but they would not receive ownership of the AMCA programme or its core design authority.

Such restrictions are intended to protect technical information as well as future upgrade and manufacturing plans.

Intellectual property is another key element. Although industrial partners will manufacture and integrate major aircraft sections, core government-owned intellectual property is expected to include the aircraft design, flight-control algorithms, mission architecture and other indigenous technologies. This would allow India to pursue future upgrades and capability changes without relying on outside approval for critical areas.

The overall model is therefore a public-private partnership with a strong sovereign framework. Private companies provide manufacturing capacity, investment and industrial expertise, while the government retains control over strategic technologies and national-security interests.
