EM&E Group and Rheinmetall Expal Munitions have submitted a joint proposal to Spain’s Ministry of Defence to develop a nationally controlled rocket artillery system under the SILAM program. The move follows the cancellation of a €697-million contract with Elbit Systems in 2023 amid political fallout linked to the Gaza conflict. The new proposal outlines a phased development approach delivering launchers, ammunition, command vehicles, and training rockets while progressively maturing the technology. Embedded within Spain’s Industrial and Technological Plan for Security and Defence, the initiative aims to close the capability gap left by the retirement of the Teruel system in 2011 while strengthening domestic industry and supply chains.
